What did the SEC's October 18, 2025 date mean for the Grayscale XRP ETF, and how did the fund reach the market?

Short answer
October 18, 2025 was not a date that set the fund’s launch. The SEC’s September 17, 2025 generic listing standards named no XRP fund and no October 18 deadline, but let exchanges list qualifying commodity trusts without a separate rule filing. Grayscale’s March 2026 annual report says its XRP trust began trading on NYSE Arca on November 24, 2025.

What did the SEC decide on September 17, 2025?
On September 17, 2025, the Securities and Exchange Commission voted to approve rule changes by three national securities exchanges. Those changes adopted generic listing standards for exchange-traded products that hold spot commodities, including digital assets [1]. The release spells out the effect: exchanges may list and trade commodity-based trust shares that meet the standards without first submitting a proposed rule change under Section 19(b) of the Exchange Act [1].
SEC Chairman Paul S. Atkins said the approval worked by streamlining the listing process and reducing barriers to digital asset products [1]. The same release approved one Grayscale product by name, the Grayscale Digital Large Cap Fund, which tracks the CoinDesk 5 Index [1]. XRP does not appear in it, and neither does an October 18 deadline.
Ripple later put a number on the change. In a post dated April 17, 2026, Ripple said the standards compressed what had been a 240-day individual review into about 75 days [3]. That figure is Ripple’s description, not one the SEC published.
How did the Grayscale XRP Trust become an exchange-listed fund?
The fund existed well before it traded on an exchange. Grayscale’s annual report for 2025, filed in March 2026, says the trust was formed in Delaware on August 5, 2024 [2]. Before its shares were listed on NYSE Arca, it issued shares periodically to accredited investors under Regulation D, in exchange for deposits of XRP [2]. On November 20, 2025, it changed its name from Grayscale XRP Trust to Grayscale XRP Trust ETF [2].
The report says the shares are listed on NYSE Arca under the ticker GXRP. Coinbase Custody Trust Company holds the private key shards for the trust’s XRP in cold storage [2]. For how this structure compares with other products, see the explainer on what an XRP ETF is and when they were approved.
Is GXRP trading? Status as of October 13, 2026 As of October 13, 2026, a StockAnalysis reading showed GXRP trading
Ripple wrote on April 17, 2026 that Grayscale’s GXRP arrived on NYSE Arca on November 24 [3]. The XRP Insights tracker, updated September 30, 2026, gives the same day, November 24, 2025 [4]. By the tracker’s account, REX-Osprey’s XRPR had been the first spot XRP fund to trade, on Cboe BZX from September 18, 2025 [4]. This is the status as the cited document gives it on October 13, 2026; no later market quote was checked. The full field, with tickers and fees, is laid out in which XRP ETFs exist and how they are regulated.
Grayscale’s report gives the trust’s size after listing. As of December 31, 2025, it held about 0.20% of the XRP in circulation, and each share represented about 19.4013 XRP [2]. On March 6, 2026, 2,760,100 shares were outstanding [2].
Did Grayscale need a 19b-4 for its XRP ETF?
The September 17, 2025 standards removed the fund-by-fund Section 19(b) rule-change filing for trusts that meet them [1]. Coinpaper reported on September 10, 2026 that a document it reviewed identifies bitcoin, ether, Solana and XRP as assets that currently qualify under those standards [5]. The SEC release does not name the Grayscale XRP trust, and Coinpaper’s report does not say what NYSE Arca filed for it.
What cuts against reading the listing as SEC approval of XRP?
The vote on September 17, 2025 approved exchange listing standards, and the release does not mention XRP [1]. Grayscale’s own report carries a warning on this point. If the sponsor determines that XRP is a security, whether on its own judgment or because a federal court upholds that allegation, it does not intend to let the trust keep holding XRP in a way that would break securities law, and it could dissolve the trust [2]. The legal status itself is covered in whether XRP is a security or a commodity under US rules.
The report also limited how shares were made. At filing, authorized participants could create and redeem only through cash orders, because the participant agreements did not provide for in-kind transactions [2]. Later changes to custody and in-kind creation are covered in whether the Grayscale XRP Trust ETF can use Anchorage Digital and create shares in-kind.

- On September 17, 2025, the SEC voted to approve rule changes by three national securities exchanges adopting generic listing standards for exchange-traded products that hold spot commodities, including digital assets (SEC press release, September 17, 2025).

- The same September 17, 2025 release approved the listing of the Grayscale Digital Large Cap Fund by name and does not mention XRP or any XRP fund (SEC press release, September 17, 2025).
- Grayscale’s annual report for 2025, filed in March 2026, says the trust was formed on August 5, 2024, issued shares to accredited investors before its NYSE Arca listing, and changed its name to Grayscale XRP Trust ETF on November 20, 2025.
- The same report says the shares are listed on NYSE Arca under the ticker GXRP, with Coinbase Custody Trust Company as custodian.
- Ripple said on April 17, 2026 that GXRP came to NYSE Arca on November 24; the XRP Insights tracker, updated September 30, 2026, gives November 24, 2025.
- As of December 31, 2025, Grayscale reported that the trust held about 0.20% of XRP in circulation and that each share represented about 19.4013 XRP; 2,760,100 shares were outstanding on March 6, 2026.
What we reason Analysis
- Once the SEC’s September 17, 2025 standards took effect, an exchange could list a qualifying trust without a fund-specific SEC rule-change order, so a decision deadline on an earlier rule-change application stopped being the step that decided whether the Grayscale XRP fund could list. This rests on the SEC’s September 17, 2025 release and on Grayscale’s statement in its 2025 annual report that the shares are listed on NYSE Arca.
- The gap between the SEC vote on September 17, 2025 and the first GXRP trade on November 24, 2025 is 68 days, close to the roughly 75-day timeline Ripple attributed to the generic standards in its April 17, 2026 post. The day count is my own arithmetic from the SEC’s release date and the trading date Ripple and XRP Insights give.
- GXRP did not start from zero on listing day: Grayscale’s annual report describes a trust that had existed since August 5, 2024 and had issued shares privately before the NYSE Arca listing, so the November 2025 event was a conversion of an existing private trust into an exchange-traded one.
What's still open
- As of October 13, 2026, the SEC’s September 17, 2025 generic-listing release names no XRP fund and no October 18, 2025 deadline, and it does not say whether the SEC ruled on any earlier exchange application for the Grayscale XRP trust.
- As of October 13, 2026, neither the SEC’s release nor Coinpaper’s September 10, 2026 report states what NYSE Arca or Grayscale filed to list GXRP under the generic standards.
In plain English
In September 2025 the US securities regulator approved a general rulebook that lets stock exchanges list certain funds holding crypto without asking permission fund by fund. That rulebook did not mention XRP or any single XRP fund. Grayscale had run a private XRP trust since 2024 and renamed it in November 2025. Ripple said its shares began trading on the NYSE Arca exchange on November 24, 2025. Grayscale itself warns that if XRP were judged a security, it might close the fund.
