What does an XRP ETF actually hold?
A spot XRP ETF is a fund that holds XRP and issues shares that trade on a stock exchange. The xrp-insights tracker, updated 30 September 2026, describes it as a fund that “holds actual XRP tokens in secure custody” and trades on exchanges such as the NYSE and Nasdaq [3]. The same tracker says the US funds keep their XRP with institutional custodians, Coinbase Custody or BitGo, and that each share is a proportional claim on those holdings [3]. According to the tracker, a buyer gets this exposure through an ordinary brokerage account without managing private keys or a crypto wallet [3]. A separate page tests that description against the funds’ own documents: do XRP ETFs hold real XRP, or is it synthetic exposure.
Not every product with XRP in its name is a spot fund. The xrp-insights tracker treats futures-based XRP ETFs, such as Volatility Shares XRPI, as a separate category that does not hold spot XRP [3]. In Canada, Crypto News Daily reported on 5 April 2026 that the three TSX-listed XRP ETFs are physically backed and hold actual XRP rather than derivatives [5].
When did the SEC approve the rules that let XRP ETFs list?
On 17 September 2025 the SEC voted to approve rule changes by three national securities exchanges. Those changes adopted generic listing standards for exchange-traded products that hold spot commodities, including digital assets [1]. Under the standards, the exchanges may list Commodity-Based Trust Shares that meet the requirements without first submitting a proposed rule change to the SEC under Section 19(b) of the Exchange Act [1]. The standards are generic: they apply to any product that meets the requirements, not to one named fund [1]. What changed with the September 2025 generic listing standards?
As of October 1, 2026, no public source cited here establishes whether the SEC rejected a specific XRP ETF filing.
The first change is procedural. Under the new standards, an exchange no longer submits a Section 19(b) rule change before listing a product that qualifies [1]. Ripple’s blog of 17 April 2026 says the generic standards compressed what had been a 240-day individual review process to about 75 days [4]. Ripple also writes that most XRP fund issuers were already working through the 240-day window and “were on course to reach approval in November or December regardless” [4].
The second change concerns the futures market. Ripple describes six months of “seasoning” on regulated futures markets as the critical prerequisite for XRP. Ripple says that clock started in March 2025, when Bitnomial launched the first regulated XRP futures product in the US [4].
The third change is legal. Crypto News Daily wrote on 5 April 2026 that, for years, XRP’s ETF prospects were clouded by the legal battle between Ripple Labs and the SEC over whether XRP was an unregistered security [5].
Ripple also writes that XRP needed six months of trading on regulated futures markets first, a clock that started in March 2025 with the launch of Bitnomial’s XRP futures [4].
When did XRP ETFs start trading?
Canada came first. Crypto News Daily reports that the OSC approved three XRP ETFs in June 2025. It says Purpose Investments, Evolve Funds and 3iQ launched them on the Toronto Stock Exchange on the same day, 18 June 2025 [5]. Ripple’s blog says REX-Osprey’s XRPR offered the earliest spot exposure and had been live since 18 September 2025 [4]. The xrp-insights tracker gives the same date and places XRPR on the Cboe BZX Exchange [3]. CoinDesk reported on 13 November 2025 that Canary Capital had launched “the first spot XRP exchange-traded fund to the U.S. market,” with XRPC trading on Nasdaq from that day [2]. Ripple, in an insights article, and CoinDesk both date XRPC’s Nasdaq debut to November 13, 2025 [2][4]. CoinDesk reported on November 13, 2025 that Canary Capital, Bitwise, Franklin Templeton and 21Shares had all filed new documents for spot XRP funds, with Canary Capital the first to do so [2]. The xrp-insights tracker dates Bitwise, Grayscale and Franklin Templeton’s XRPZ to 24 November 2025, and 21Shares’ TOXR to 11 December 2025 [3]. The tracker counted six US spot XRP ETFs holding XRP directly as of July 2026 [3].

What is the strongest case against reading too much into XRP ETFs?
Bitcoin.com News reported on 9 September 2026 that disclosed institutional ownership of XRP ETFs “remains thin and concentrated.” The report named Goldman Sachs, Millennium Management, Intesa Sanpaolo and Jane Street as “accounting for the majority of the top 30 holders” [6]. The same report said the five major US spot XRP products were carrying a $746.1 million paper loss at the end of June [6].
The fund structure also has trade-offs. The xrp-insights tracker lists two costs for ETFs: annual fees of 0.19% to 0.75%, and trading during market hours only [3]. For XRP held directly, it lists round-the-clock trading, no annual fees and use in DeFi [3]. Whether an ETF share amounts to the same thing as holding XRP is examined on is owning an XRP ETF the same as, or safer than, owning XRP.
The same filing reports the fund held 231,279,303 XRP on June 30, 2026, with a fair value of $241,278,596 [9].

- Read together with the SEC date, Ripple’s account puts the start of the six-month futures clock in March 2025. Six months from March 2025 ends in September 2025, the same month as the September 17 SEC approval and XRPR’s September 18 trading date. None of the cited sources says the SEC used this test in its order.
- The two US claims about which fund came first use different labels, going by the CoinDesk report and the Ripple and xrp-insights dates. Ripple says XRPR offered the earliest spot exposure from September 18, 2025. CoinDesk called XRPC the first spot XRP ETF in the US on November 13, 2025. None of the cited sources explains the difference.
