What did Trump say about XRP and a crypto reserve?
Trump posted a series of messages on Truth Social days before he signed his crypto executive order. According to a July 10, 2025 analysis by CREW, the posts announced his plan for a “U.S. Crypto Reserve” that would include bitcoin, ether, Solana, XRP and Cardano [1]. The naming came from the president’s own posts. It was not an analyst’s reading of them. He signed the order on March 6, 2025 [2].

What did the executive order do with XRP?
CREW reported that the final order created two separate reserve bodies: one holds bitcoin and the second holds other tokens [1].
The order’s text sets up a Strategic Bitcoin Reserve. That reserve starts with bitcoin held by the Treasury that was finally forfeited in criminal or civil proceedings [2]. The order also sets up a United States Digital Asset Stockpile. The stockpile starts with all non-bitcoin digital assets the Treasury owns that were finally forfeited in the same way [2].
The order tells the Treasury and Commerce secretaries to develop budget-neutral strategies for acquiring more bitcoin [2]. For the stockpile, it says the government shall not acquire more assets, other than through forfeiture or civil money penalties, without further executive or legislative action [2]. CREW read this to mean that the stockpile’s contents will be set mainly by which digital assets the government has seized [1].
CREW quotes the order as saying it keeps bitcoin to strengthen its “strategic position as a unique store of value in the global financial system” [1].

Did the White House explain why XRP was chosen?
No public explanation appears in the analysis CREW published. CREW wrote on July 10, 2025 that neither Trump’s comments nor the language of the executive order clarify whether there was an underlying strategy for selecting the specific tokens [1].
CREW noted two further points [1]:
- At the time of its analysis, bitcoin, ether and XRP ranked among the top five cryptocurrencies by market value. Solana ranked sixth and Cardano tenth.

Why might XRP have been named?

Market size. The list may reflect a pick of large coins for a mixed stockpile. The fit is only partial. Three of the five were top-five coins when CREW wrote, but two were not [1].
Adviser input. The posts pointed to the Working Group on Digital Asset Markets as an adviser [1]. As of September 30, 2026, no public record of its advice on specific tokens appears in the cited sources.
Political ties. CREW documents that Trump has a business relationship with Solana: he launched the $TRUMP memecoin on the Solana blockchain before his January 2025 inauguration [1]. CREW documents no comparable tie between Trump and XRP.
Payments role. The order describes bitcoin as a store of value [1]. Ripple, writing on April 17, 2026, describes XRP as “a utility-first digital asset rather than a pure store-of-value play” [3]. A payments-based reason would fit that contrast. However, Ripple’s description came more than a year after the posts and is the company’s own framing. What is the strongest case against reading a signal into the mention?
CREW’s July 10, 2025 analysis reviewed nearly 120 executive branch financial disclosures. It found that 19 White House officials owned between $875,000 and $2.35 million in the crypto assets Trump proposed holding in a national reserve [1]. One staffer owned each of the five assets named in the posts [1]. CREW argued that officials who own these assets could profit if increased institutional buy-in lifts their prices [1].
CREW also noted that the government has historically sold forfeited crypto at auction and does not buy cryptocurrencies [1].
Analysis. The posts named XRP, but the order’s text on stockpile acquisitions gives no route to buy XRP for the stockpile without further executive or legislative action [2].
