How is XRP classified and regulated outside the US (EU, UK, Japan, Singapore, Canada)?
Also asked as: “What do other countries' crypto licensing rules, such as the UK's new FCA regime, mean for XRP?”
Company-reported Published 4 min read
Short answer
XRP has seen regulatory developments outside the US, in the EU, Japan, Hong Kong and Canada. Ripple said on 6 July 2026 that it received a MiCA CASP authorisation, one of few firms with full authorisation. TechTimes reported in July 2026 that Japan reclassified 105 cryptoassets, and Yahoo Finance reported on May 19, 2026 that the reclassified assets include XRP.
The full answer
Most regulation pages on this site deal with the United States. This page gathers what the project’s saved sources say about other jurisdictions as of 30 September 2026. Those sources cover the EU, Japan and Singapore. For the UK and Canada, no source found so far answers the question, and this page says so plainly under each heading.
What does the EU’s MiCA regime mean for XRP?
On 6 July 2026, Ripple announced that Luxembourg’s Commission de Surveillance du Secteur Financier (CSSF) had granted authorisation of its Crypto Asset Service Provider (CASP) licence under the Markets in Crypto-Assets Regulation (MiCA) [1]. Ripple said the authorisation followed a preliminary approval announced in June 2026 and makes its regulated crypto payments product available across all 30 countries of the European Economic Area [1]. In the same release, Ripple said it holds more than 75 regulatory licences worldwide [1]. Ripple’s own list of where it is licensed is covered on which licences Ripple holds, and where.
These are Ripple’s statements about its own licence. The release describes Ripple as a firm authorised to provide crypto services. It does not describe how MiCA classifies XRP as an asset. Ripple announced on 2 February 2026 that Luxembourg’s CSSF had granted it full approval as an Electronic Money Institution in the European Union, after fulfilling all conditions required following its preliminary approval; I could not find the CSSF’s own record of the grant as of 2 October 2026.
How does Japan now treat XRP and other crypto assets?
TechTimes reported on 16 July 2026 that Japan’s reclassification reconstitutes 105 specified crypto assets as a distinct category of financial products under the statute that governs Japanese stocks, bonds and investment trusts [2]. According to that report, the change brings four things: insider trading restrictions, annual disclosure obligations on token issuers, enforcement against market manipulation by the Securities and Exchange Surveillance Commission, and a higher maximum penalty for running a crypto trading business without registration, from three years in prison and a ¥3 million fine to ten years and ¥10 million [2]. Stablecoins and NFTs are excluded and remain under the Payment Services Act, the report said [2].
The same report said Japan Exchange Group, which operates the Tokyo Stock Exchange, is targeting spot crypto ETF listings for around 2027 [2]. SBI Holdings filed applications with Japan’s Financial Services Agency in August 2025 for two ETF products, one of them tracking bitcoin and XRP on a spot basis [2]. Nomura, Rakuten Securities, Daiwa Securities and SMBC Group have signalled plans for crypto investment trusts or ETFs once the regulatory framework is final, TechTimes reported, citing Nikkei [2]. These products are filed or planned, not listed.
The TechTimes report does not list the 105 assets and gives no effective date. Yahoo Finance reported that Japan’s cabinet approved the FIEA amendment on April 10, 2026, reclassifying 105 cryptoassets including XRP as financial instruments [6].
What does the UK’s new FCA crypto regime require, and when?
I could not find the Financial Conduct Authority’s own pages on the new regime as of 30 September 2026. Both pages have been requested so their text can be checked before this section states the application window, the start date or what UK platforms must do. The saved sources say nothing about UK authorisation for any Ripple entity. To check whether a platform you already use is registered today, see how to check that a crypto platform is registered.
What about Singapore and Canada?
XRP Academy reported that the Monetary Authority of Singapore treats XRP as a “digital payment token” under the Payment Services Act, which took effect in January 2020 [14].
For Canada, the project holds one company statement. Ripple wrote on 17 April 2026 that exchanges in Hong Kong, Canada and Europe are broadening the global footprint of regulated XRP products [3]. That is Ripple’s description, and it does not say how Canadian securities regulators classify XRP. The rules that apply to Canadian platforms holding customer XRP are covered on Canadian platform custody rules.
How does this compare with the US position?
Ripple wrote on 15 September 2026 that the SEC and CFTC issued a joint interpretation in March 2026 naming XRP a digital commodity [4]. That is Ripple’s account of a US decision. The US question is covered in full on whether XRP is a security. Neither the EU nor the Japan source in this project uses the US categories of security or commodity for XRP.
What is the strongest case against reading this as progress for XRP?
The Japan report itself names a gap. TechTimes wrote that annual disclosure rules are straightforward for a listed company but that, for the 105 reclassified assets, many of which are decentralized protocols without a recognized legal issuer, the mechanism is unclear [2]. It said Japan’s Financial Services Agency will need secondary rules on how disclosure applies to assets such as bitcoin, and that the gap is likely to affect which tokens can be included in ETF products [2].
A second limit concerns banks. 24/7 Wall St. reported on 1 April 2026 that whether banks shift to using XRP depends on whether the cost savings outweigh the compliance burden of holding a digital asset on their balance sheets [5]. A licence for Ripple does not remove that burden for the banks that would hold XRP.
The US-side risks that remain after the lawsuit are set out on what is still unresolved now that the lawsuit is over.

What we reason Analysis
- Ripple’s MiCA licence authorises Ripple’s services in the EEA. It is not a ruling on how XRP itself is classified under MiCA. This follows from the scope of the 6 July 2026 Ripple announcement, which describes Ripple’s crypto payments product and licence, not a classification of XRP.
- Yahoo Finance reported that XRP is among Japan’s 105 reclassified assets. If XRP counts as a decentralized protocol without a recognized legal issuer, the disclosure gap TechTimes describes could apply to it, and TechTimes reports that gap is likely to affect which tokens can realistically be included in ETF products when they eventually launch. This follows from TechTimes’ 16 July 2026 report and SBI’s filed bitcoin and XRP ETF. This follows from TechTimes’ 16 July 2026 point that the disclosure mechanism is unclear for decentralized assets without a recognized issuer, and from SBI’s filed bitcoin and XRP ETF.
- Licences held by trading platforms and service firms, not a single national label on the token, decide where people can buy XRP through regulated channels. This follows from the EU example (a firm licence) and Japan’s penalty for unregistered crypto trading businesses.
What's still open
- As of 30 September 2026, the saved Japan report gives no effective date for the reclassification. Searched: the saved TechTimes text.
- As of 30 September 2026, I could not find the FCA’s own pages on the UK regime, so the gateway dates and requirements are not stated here. Both FCA pages have been queued for fetching.
- As of 30 September 2026, no source found says whether any Ripple entity will apply for UK authorisation.
- As of 30 September 2026, I could not find any source on how MiCA classifies XRP itself or on how Canadian securities regulators classify XRP. Searched: Ripple’s XRP page states that as of June 30, 2026, Ripple held 37,656,053,914 XRP, 62,329,587,596 XRP had been distributed, and 32,600,000,000 XRP were in escrow, and that a 2023 U.S. federal court ruling means XRP is now classified as a digital commodity in the US with regulatory clarity in the UK, EU, UAE, Singapore, and Japan; I could not find a publication date for the page itself as of my check on October 2, 2026.
In plain English
Every country writes its own crypto rules, and this page only covers what the project has checked. In Europe, Ripple says it now holds the licence it needs to offer crypto services across 30 countries, but that licence is about Ripple as a company, not a label on XRP. A secondary report (TechTimes, July 2026) says Japan reclassified 105 cryptoassets, and that a disclosure gap may affect which tokens can realistically be included in ETF products when they eventually launch. The UK and Canada are not covered by sources that say how those regulators classify XRP. For Singapore, XRP Academy reported that the Monetary Authority of Singapore treats XRP as a digital payment token under the Payment Services Act. For Canada the project holds one company statement: Ripple’s comment of 17 April 2026 that Hong Kong, Canadian and European exchanges are broadening the global footprint of regulated XRP products (Company-reported).
