Short answer
No, the public record shows no direct conflict between XRP and US dollar dominance. Treasury Secretary Scott Bessent said on July 18, 2025 that stablecoins will support the dollar’s reserve-currency status and lift Treasury demand. Ripple said in June 2025 that Ondo’s tokenized Treasury fund on the XRP Ledger settles in RLUSD, its dollar stablecoin. XRP’s role there is unproven.

What has US policy said about stablecoins and the dollar?
On July 18, 2025, when the GENIUS Act became law, Treasury Secretary Scott Bessent said stablecoins will buttress the dollar’s status as the global reserve currency and lead to a surge in demand for US Treasuries, which back stablecoins [1]. That statement ties stablecoins to the dollar and to government debt. It does not mention XRP. The reserve rules behind that link are covered in what reserves stablecoins must hold under the GENIUS Act, and whether Treasury demand from stablecoins is official policy is covered in a separate page on stablecoins and Treasury demand.
How could XRP help the dollar?
The argument for compatibility is that the US could want the dollar as the unit of account, Treasuries as collateral, and private ledgers as settlement rails, with neutral assets moving value between systems. In that picture, XRP would make dollars and Treasuries easier to reach from other networks, not compete with them. This is a reading, not a documented policy. This follows from the Treasury statement [1] and from Ripple’s own descriptions of its products below.
Ripple describes the XRP Ledger as a place where dollar assets settle. On June 11, 2025 Ripple said Ondo’s tokenized Treasury fund OUSG was live on the ledger, and that qualified purchasers can subscribe and redeem it around the clock using RLUSD as a stable settlement asset [2]. In the same post Ripple said RLUSD serves as the bridge asset, backed by liquidity commitments from Ripple and Ondo [2]. The asset Ripple itself named as the bridge there is a dollar stablecoin, not XRP.
What is the realistic mechanism linking crypto and US debt policy?
The chain runs from stablecoin law, to stablecoins backed by Treasuries, to tokenized Treasuries used as on-chain collateral, to credit built on that collateral, to settlement around the clock. How XRP, RLUSD and tokenized Treasuries sit together on one ledger is set out in a page on that stack.
The settlement step has one tested example. On May 6, 2026 Ondo Finance announced the first near real-time cross-border, cross-bank redemption of a tokenized US Treasury fund, run with Kinexys by J.P. Morgan, Mastercard and Ripple [3]. Ondo said the XRP Ledger processed the asset leg in under five seconds, while Kinexys settled US dollar proceeds to Ripple’s bank account in Singapore through its correspondent banking network [3]. One leg ran on a public blockchain and the other on bank infrastructure [3]. This release names the ledger and the dollar proceeds, but does not name XRP as a settled asset.
The credit step is in development. Ripple frames its XRPL Lending Protocol around payment providers bridging liquidity between settlement windows and market makers financing inventory without selling assets, and said on June 29, 2026 that the protocol (XLS-65, XLS-66) is subject to validator approval and can be tested on devnet [4].
Which parts of the chain from policy to XRP are observable, and which speculative?
Observable: the Treasury Secretary’s statement linking stablecoins to Treasury demand [1]; a tokenized Treasury fund live on the XRP Ledger since June 2025, settling in RLUSD according to Ripple [2]; and one cross-border redemption pilot in May 2026, reported by Ondo [3].
In development: on-chain lending on the XRP Ledger, still subject to validator approval as of Ripple’s June 29, 2026 post [4].
On March 12, 2025, a submission to the SEC stated that XRP would be used for state-level financial transactions, optimizing government payments and interbank liquidity. I could not find, as of October 2, 2026, any record showing a role for XRP the token that follows from US policy beyond that statement. On September 10, 2026 CaptainAltcoin reported that a Treasury announcement of a long-dated bond buyback of up to $6 billion made no mention of Ripple, XRP or the XRP Ledger [7]. The same report said DBS and Citi did complete a cross-border US dollar payment using tokenized bank deposits through SWIFT’s Digital Ledger, and found that the transaction did not use XRP, did not settle on the XRP Ledger and was not evidence that SWIFT had selected XRP [7]. crypto.news described the bull case on July 8, 2026 as a claim about sequencing whose first half is observable and whose second half is not yet [5].
What is the strongest evidence against an XRP role?
The main critique is that dollar stablecoins, not XRP, are taking the settlement work. crypto.news reported on July 8, 2026 that inside Ripple’s own product stack the asset doing the settlement work is predominantly RLUSD, not XRP, and that an asset that can move ten percent in a day is disqualified from the cash leg by definition [5]. The same article said Ripple built RLUSD to capture the settlement flow that XRP’s volatility rules out, and put the present-day XRP demand from Ripple Prime’s business at a sliver [5].
CoinDesk reported on March 13, 2026 that XRP Ledger activity is increasingly driven by RLUSD and tokenized assets that pass through XRP as a bridge currency without creating sustained demand for the token, and that a payment using XRP for three seconds does not create the buy pressure of longer-term holding [6]. The Coin Republic noted on September 18, 2026 that RLUSD targets dollar stability, while XRP carries market-price exposure [8].
Taken together, these sources point away from a conflict between XRP and the dollar and toward a different risk for XRP: that a policy favouring dollar stablecoins narrows XRP’s bridge role. That question is examined in whether RLUSD and other stablecoins will replace XRP.
What would change this answer?
An official US document naming XRP or the XRP Ledger in stablecoin or Treasury policy, or measured data showing XRP used as a bridge in tokenized Treasury or RLUSD flows, would move XRP’s place in the chain from speculative to observable. I could not find either of these as of September 30, 2026. The signals to watch are listed in what would show the US government is actually using XRP.

That article said the open vote shows the amendment is at the voting stage, not that it has passed, and that no launch or activation date has been confirmed, so no public source shows the protocol active as of October 1, 2026.
What we reason Analysis
- Nothing on the public record shows XRP displacing the dollar: every live product cited here is priced and settled in dollars or dollar stablecoins. This follows from the Treasury statement of July 18, 2025, Ripple’s OUSG announcement of June 11, 2025 and the Ondo pilot release of May 6, 2026.
- The risk the evidence points to runs the other way: dollar stablecoins taking settlement work that XRP might otherwise do. This follows from crypto.news (July 8, 2026) and CoinDesk (March 13, 2026).
- The policy-to-tokenized-Treasury chain is partly observable, and the step from there to XRP demand is not. This follows from crypto.news’s description (July 8, 2026) of the bull case as a sequencing claim whose second half is not yet observable.

- As of September 30, 2026, I could not find any official US government statement naming XRP or the XRP Ledger in stablecoin or Treasury-demand policy, having checked Treasury statements, White House fact sheets and Treasury buyback coverage.
- As of September 30, 2026, no public source measures how much XRP, if any, is used as a bridge in flows involving tokenized Treasuries or RLUSD.
In plain English
The US Treasury wants dollar stablecoins to spread, because they are backed by US government debt and keep the world using dollars. On the XRP Ledger, the live tokenized Treasury product settles in Ripple’s dollar stablecoin, so the dollar stays at the centre. XRP is not replacing the dollar in any of the evidence. The open question is whether XRP gets any role at all, and reporters who checked found that the dollar stablecoin does most of the settlement work.
