As of 30 September 2026, approvals, pilots and holdings are distinct things, and only what the sources show is stated.
Does any US state hold XRP or have a reserve law that includes it?
As of 30 September 2026, I could not find any source on US state crypto reserve bills. It cannot say which states introduced such bills, whether any passed, or whether any names XRP. This gap is logged for research. Until a state’s own legislature or treasury publication is on file, this page makes no claim either way.
Does any foreign government or central bank hold XRP or run on the XRP Ledger?

What have foreign authorities approved that involves XRP or the XRP Ledger?
Two approvals appear in the sources, and both concern products.
In Brazil, a spot XRP exchange-traded fund was approved in early 2025. Hashdex launched it on the B3 exchange under the ticker XRPH11, according to The Crypto Basic, which cited a report dated 3 February 2026 [1]. The same report describes Brazil’s rules under the Banco Central do Brasil, which require any company offering crypto services in Brazil to obtain the central bank’s authorization [1]. Separately, earlier disclosures cited by The Crypto Basic say Braza Bank processed over $1 billion in stablecoin payments on the XRP Ledger in a single day in April 2025, and has issued BRL- and USD-backed stablecoins on the ledger [1].
In Japan, CCN reported on 20 August 2026 that Japan approved Ripple USD (RLUSD) as an electronic payment instrument, with SBI VC Trade handling distribution [2]. RLUSD is Ripple’s dollar stablecoin, not XRP; the difference is explained in what RLUSD is and what it means for XRP. The CCN report does not name the Japanese authority or the approval date. Is approving a product the same as a government using XRP?
No, and the sources show why. A regulator that approves a fund, licenses crypto firms or clears a stablecoin for payments is setting rules for private companies. None of the sources above says a government or central bank bought XRP or moved its own operations onto the XRP Ledger. Braza Bank’s activity is private adoption by a bank. CaptainAltcoin put the general pattern in one line on 10 September 2026: “Connected to Ripple” does not mean “uses XRP” [4].
The same report checked a US claim of this kind. It found that the Treasury’s announcement of a long-dated bond buyback of up to $6 billion made no mention of Ripple, XRP or the XRP Ledger [4]. More claims of this type are reviewed in viral XRP rumors checked.
What do central banks say about private digital currencies on public ledgers?
Among this page’s sources, the strongest evidence against central-bank adoption of private stablecoins is the Bank for International Settlements’ Annual Economic Report of 24 June 2025 [3]. The Bank for International Settlements states that stablecoins perform poorly against its three tests for serving as the mainstay of the monetary system and may at best serve a subsidiary role [3]. What would change this answer?
A publication from a state treasury, legislature, foreign finance ministry or central bank that discloses XRP holdings or names the XRP Ledger in a live system. - Approving a fund that holds XRP, or approving a stablecoin issued by Ripple, is a regulatory decision about a product. This follows from the Brazil and Japan records above: neither source says the government or central bank bought XRP or moved its own operations onto the XRP Ledger.
- Brazil’s central bank acts as the licensing authority for crypto firms, not as a user of any one ledger. This follows from The Crypto Basic’s description of the authorization rules.
